Treatment of wood packaging for USA

From September 16 2005, US Customs and Border Protection (CBP) will begin enforcement of the United States Department of Agriculture’s (USDA) Animal and Plant Health Inspection Service (APHIS) import regulation for wood packaging materials (WPM).

The rule requires WPM such as pallets, crates, cases, boxes and dunnage use to support or brace cargo, to be treated and marked. In cases of non-compliance the WPM will be subject to immediate re-export from the USA along with the accompanying cargo. Cargo WILL NOT be allowed to be fumigated upon arrival in the USA. It will be re-exported back to origin.

All WPM must be pre-treated and there are no exceptions to this rule. In the event that packaging is not of a wood nature, i.e. of plywood or man-made substitute, a declaration of non use of wood packaging must be made. Treatment of wood packaging for China

NEW WOOD PACKING MATERIAL REGULATIONS WITH EFFECTIVE FROM JANUARY 01, 2006

With effective from 1 January 2006, ALL CARGO WITH WOOD PACKING MATERIAL (WPM) to China (such as wood block cases, lath cases, wood pallets, wood frames, wood drums, wood axes, chocks, stow-wood, crossties and so on), fumigation must be arranged in the country of origin before sending the cargo to China. 

To ensure the WPM is properly treated either by Heat Treatment (HT) or Methyl Bromide (MB), following information MUST be marked or stamped on the outside packing as the below sample:

1. IPPC Logo ( )
2. ISO country code (XX)
3. Unique number assigned to the company (which carries out the fumigation procedure) by the national plant protection organization (000)
4. Fumigation method either HT -Heat Treatment or MB - Methyl Bromide (YY)



The original copy of the fumigation/ heat treatment certificate that is issued by the relevant authority in the country of origin must be attached to the original Master Airway Bill or courier to our local office in China for Customs clearance purpose. 

WOOD PACKING MATERIALS WITHOUT ACCEPTABLE STAMP OR NOT IN COMPLIANCE WITH THE ABOVE REQUIREMENTS MUST BE DESTROYED OR COMPULSORILY RE-EXPORTED WITH THE CARGO WITHOUT ENTRY INTO CHINA.

For cargo with non-wood packing materials, the cargo owner must provide the non-wood packing declaration, which is printed out by company letter-head, signed with authorized signature and endorsed with company chop. The original declaration letter must be attached to the original Master Airway Bill or courier to our local office in China for Customs clearance purpose.
